Those who serve the public

The Government EX Excellence Maturity Assessment (GEXMA) is the public-sector edition of the ICXI EX Excellence Maturity Assessment: the same 3-day structure, EEI EX Index methodology and 12-strand framework, reframed for government, council, NHS and other public-body delivery. Public-sector EX is not commercial EX with different language: civil servants work under political accountability, statutory duties, scrutiny and public-value imperatives that change how an EX assessment must be designed, evidenced and reported. Done well, it is a public good in its own right, and a precondition of good citizen experience.

How it fits the Academy pathway

Government EX Excellence Maturity Assessment is the public-sector edition of the EX Excellence Maturity Assessment. Public-sector experience in EX, HR, OD, organisational transformation or consulting is expected, and the CX Foundation Course or Employee Experience for CX Leaders (EXCXL) is recommended before you join. Related public-sector programmes include Government CX Assessor Training (GCXA), CX Consulting Professional (Public Sector), the Certified VoC Practitioner (Public Sector) and Responsible AI in CX (Public Sector), and the CX Professional Diploma is part of the same pathway. Certified assessors join an active ICXI government EX assessor community for ongoing CPD and peer support. If you want ICXI to assess your organisation rather than train your own assessors, see the Employee Experience Assessment.

Frequently asked questions

Senior public-sector practitioners who assess civil servant experience: HR, OD and EX practitioners; permanent secretary, director-general and chief executive offices commissioning EX maturity assessments; public-sector consultants and partner-firm staff; internal assessors and audit professionals in central government, councils, the NHS and agencies; and cross-departmental EX leads.

The course is three days, delivered in-person, virtually or hybrid to groups of typically 8 to 18 delegates, often as a closed cohort for a department or partner firm. Day 1 covers assessment foundations and Strands 1 to 4, Day 2 covers assessment in practice and Strands 5 to 8, and Day 3 covers Strands 9 to 12, reporting and the certification examination.

By a written examination on the afternoon of Day 3: 48 multiple-choice questions, four for each of the 12 strands, in 60 minutes, closed book. The pass mark is 70% (34 of 48), and successful candidates earn the ICXI Government EX Excellence Maturity Assessment Certification.

Scope a government EX assessment with political stakeholder mapping, run an EEI EX Index assessment of a public body using civil service codes, policy frameworks, casework data and political signals as evidence, and write reports that withstand FOI exposure, parliamentary scrutiny and audit challenge.

Civil servants work under public service values and codes, leadership integrity is tested through ministerial codes and parliamentary scrutiny, fairness is a statutory duty under the Equality Act and the Public Sector Equality Duty, and job security runs through political cycles and machinery-of-government changes. GEXMA reframes all 12 strands for that reality.

It is the public-sector edition of the EX Excellence Maturity Assessment (EXMA). The CX Foundation Course or EXCXL is recommended first, and related public-sector programmes include Government CX Assessor Training (GCXA) and CX Consulting Professional (Public Sector).
